Floor Guide
4th floor | Humanities Room Humanities related books, magazines, foreign language materials and CD-ROMs in subjects such as literature, arts, sports, entertainment, language, library science, psychology, religion, history, geography, maps, guide books etc. are available on this floor. |
3rd floor | Social science / Natural science Room Social/natural science related books, magazines, foreign language materials and CD-ROMs in subjects such as politics; law; economy; welfare; education; folklore; military affairs; computers; medical science; engineering; cooking; handicrafts; infant care; agriculture, forestry and fisheries; gardening; business; traffic; Osaka prefectural government materials; phonebooks etc. are available on this floor. |
2nd floor | 2F Main Counter Event participation applications and conference room reservations are accepted here. Copy Counter Newspaper Corner National newspapers, sports related newspapers and their reduced editions are available here. Articles can be searched via CD-ROMs and the databases. Microfilms of newspapers etc. can also be viewed using the readers. Conference Room A large conference room with 72 seats and two conference rooms with 30 and 18 seats are available. A user fee is required. For details, please consult with the staff. |
1st floor | Registration Counter Library Cards are issued here. Checkout and Return Counter Checkout and return of books is accepted here. Reading Materials Room Japanese novels, essays, reports, translated English and American novels, paperbacks, various audiovisual materials (DVDs, CDs etc.) and books printed in large type are available here. Children’s Room Picture books, children’s books, cards for picture-story shows and picture books in foreign languages are available here. There are also corners for research materials related to children, materials related to young adults and braille materials for visually impaired children. Support Office for the Disabled This is the window for services for the disabled. A reading service is available for persons with visual impairments or who have difficulty in reading. To use the service, please register first. International Institute for Children’s Literature Approximately 700,000 Japanese & foreign books for children can be viewed here. (These books cannot be borrowed.) Hall Multipurpose hall with 384 seats. A user fee is required. For details, please consult with the staff. |
Lower level 1 | Book Storage There are 2 million materials. To take materials in and out, please consult with the staff. |
For food and drinks, please use the snack and tea room. The roof garden and the break rooms on the 3rd and 4th floor can be used as well. (Eating and Drinking are not allowed in any other areas in the library.)
To use the materials
- Using the materials is free.
- The sections are divided by subject.
- Please consult with the staff on duty to use materials in the book storeroom.
- A BDS (Book Detection System) is used for managing the safety of the materials. Note that a warning buzzer will be activated when materials are removed from the premises without having been properly checked out. Thank you for your cooperation.
To borrow materials
- You may borrow materials if you are a resident of Osaka Prefecture, commute or go to school in Osaka, or live in the vicinity of Osaka Prefecture.
- “Library Cards” are made at the Registration Counter on the first floor. (You may also use the card at the Nakanoshima library.) When registering, ID is required to confirm your name, address and age. For example ; student ID card, company (employment) employee card (with your address printed on it), health insurance card, driver’s license, identification booklet for the handicapped, passport and copy of resident card, etc.
- For children of elementary school age and below, “Library Cards” are made at the Children’s room.
- A total of 12 items per person, including materials from the Nakanoshima library, can be borrowed.
- The loan period is three weeks.
- Borrowing materials by mail is possible for those who have difficulty in coming to the library. Please contact the Support Office for the Disabled.
- Please check out materials from the first floor Checkout and Return counter (The Children’s Room is checked out from its section).
To return materials
- Please return materials to the first floor Checkout and Return counter (Materials from the Children’s Room is to be returned to the Children’s Room).
- Please use bookdrop next to the south entrance when the library is closed.
To copy materials
- Only library materials can be copied under the Copyright Law. After filling in an application form in each section, please obtain confirmation from a staff member and take it to the Copy Counter (2F).
- Materials from the International Institute for Children’s Literature, old materials and fragile materials are not available for self-copy services. These materials must be copied by library staff (manned).
- Requests for manned copy services can be accepted until 30 minutes before the closing time.
- Those who want to receive copies of library materials by mail, please apply through an application form/fax or from the library website.

To copy microfilms
- Copies can be made by using the coin-operated Reader Printer in the second floor Newspaper Corner. For details, please consult with the staff on duty.
- For viewing microfilm, please go to the counter in the Newspaper Corner.
CCTV
- Available on each floor from the 1st to the 4th floor.
OPAC(Library Catalog)
- Library materials can be searched. There are 2 types of terminals, touch screen and keyboard ready for use.
To read newspapers
- There are newspapers at the 2nd floor Newspaper Corner. There are also reduced editions, microfilm and CD-ROMs for some of National newspapers.
To read magazines
- Magazines on every subject are available on the 1st floor at the Children’s Room, the 3rd floor, at the Social Science/Natural Science Room, and on the 4th floor at the Humanities Room.
- There are also popular magazines at the 4th floor.
- Please request back issues that are not on the bookshelves at the counters located on each floor.
To search for materials
- Users on every floor are able to conduct searches with OPAC.
- For non-roman alphabet language materials such as Korean, Chinese etc., please use the keyboard type OPAC.
- Please feel free to consult with the staff.
Search Consultation (Reference service)
- Questions on common matters and easy-to-find materials, and introduction to materials for research and study can be handled by this service.
- Inquiries and consultation about materials can even be handled by telephone or mail.
- Persons with speech or hearing difficulties may reserve materials or inquire and consult about materials by fax.
Reservations and requests
- Reservations can be made on materials that are borrowed or being processed.
- As much as possible, materials that the Library does not own will either be purchased or borrowed from other libraries.
- When making reservation for books at the library, a personal password is required. The password will be issued at the OPAC in the library or password apprication page.
- It is also possible to order certain materials from the Nakanoshima library for use at the Central library.
Prefecture-wide service
- Cooperation service Materials of the prefectural library can be used through nearby municipal libraries.

Parking Information
- There are 83 parking spaces on the east side of the library (including one for wheelchair users).
- Free for less than 15 minutes.
- Over 15 minutes
100 yen for 60 minutes (Tuesday – Friday)
150 yen for 60 minutes (Saturday, Sunday, National holidays and other holidays). - Parking is free for the handicapped. Please present your identification booklet for the handicapped.
* Parking is prohibited in the surrounding areas.
